Moving Up time for Kids of Hapilan

Twenty children in their white graduation toga proudly marched in the Moving Up ceremonies of the Hapilan Daycare Center last March 16. Their families and neighbors were also present to witness the simple graduation rites held in Barangay Hapilan, Tondo, Manila.

The Hapilan Daycare Center is a project of the Institute for Occupational Health and Safety Development (IOHSAD) with the committed support of the Australian People for Health, Education and Development Abroad (APHEDA). The center aims to provide daycare services and early childhood education to the children of scavengers in Tondo, Manila.

“The joy of both the parents and their children is overwhelming,” said Rowena Balino, project officer of the daycare center. “The parents helped in simple ways to ensure the success of the event, even donating food for the graduation post-ceremony celebration,” added Balino. The local organization of the scavengers in the community, Samahan ng mga Namumulasi was also present to show their support for their members and neighbors.


Besides daycare services, the center also provides health surveillance, regular medical check ups and feeding program for underweight children. IOHSAD volunteers conduct regular health training seminars among the parents to widen the beneficiaries of the project.

“Despite the problems we face like the deep poverty and continuing threat of demolition in the area, the center has lived up to these challenges and persevered in serving the people of Barangay Hapilan. We are also grateful to the whole community for being with us in these three fulfilling years of the Hapilan Daycare Center,” ended Balino.
