Community of Time Magazine Top 10 Hero of 2009 prepares for disasters

Muelmar Magallanes, an 18 years old construction worker residing at Barangay Bagong Silangan in Quezon City, was hailed by Time Magazine as one of the Top 10 Heroes in 2009 after he rescued dozens of neighbors during the height of typhoon Ondoy. He was eventually swept under by strong currents and lost his life.

The National and Local Government were ill-prepared to handle the crisis situation and many persons who were affected had to wait for days before receiving any assistance from authorities. The residents do not want to be caught flat-footed again. Last May 26, 2012, members of the local Community-based Disaster Preparedness Commitee (CDPC) began their training to come up with their own Counter Disaster Plan.


The CDPC attended a Hazard Mapping seminar to draw maps of their community along with potential hazards. The visualization of the dangers faced by the community will allow them to develop evacuation measures and other procedures in case a disaster strikes the area.

The activity is part of the project “Capacity Building for Disaster Preparedness and Emergency Response in Selected Workers and Urban Poor Communities in Quezon City” (CDPER). The CDPER is a project of IOHSAD in cooperation with Mayor Herbert Bautista of Quezon City and supported by the Priority Development Assistance Fund of Gabriela Womens Party Representative Luzviminda Ilagan.
